In those days doctors didn’t know a lot about helping infections. Powerless the doctor and the Braille family looked on as Louis’ infection spread to the other eye. Every thing became blurry for Louis. He began to bump into things; he would drop things, and began to stumble constantly. Were Australians against the introduction of conscription during WW1?As the war was happening people back home in Australia were starting to realise that the war was not as much about bravery and pride as they originally thought because very few men were returning, but the government needed young healthy men because of the amount of men on the front line dying and they needed to be replaced. Australian men werent volunteering so in November 1917 prime minister, Billy Hughes wanted to introduce conscription to Australia and ask the people are you in favour of the proposal of the commonwealth government for reinstating the Australian imperial forces overseas? Conscription was like the lottery, you would be randomly chosen to go to war because of the day that you were born. Australians were given the opportunity to vote for or against conscription and campaigns were made to support each point of view. Two referendums were held, the first on the 28th of October 1916 and the second on the 10th of December 1917, both referendums were lost, the second showed 1181747 votes against and 1015159 votes for conscription. Two referendums were held because men kept dying on the front line and the government were getting desperate. Both referendums ended with majority no votes, the first with 72446 votes against and the second with 1181747 votes against. Women were the main target for pro and anti conscription campaigns because they were seen as weak fragile and sensitive. Propaganda was largely aimed at women to intimidate women and target their emotions, either to make them feel like they were sending their husbands and sons to die or that it was their duty to send them to fight for their country. It was a hard decision deciding whether or not to vote for conscription. Some people thought they should vote yes because of pride and defending and protecting their country and coming back as a war hero and also because of loyalty to Britain because they were still part of their empire, voting yes or no also targeted Christian women because killing is a serious sin. Songs and posters were made to persuade Australia to vote yes or no. People were told that if you vote yes it is your fault they die but also that if you vote yes the country wont be taken over and that you could save Australia  from the enemy. A white feather was sent to the people who voted no to represent and parade that they are cowards and to embarrass them publicly. Conscription broke people apart and divided the country, it destroyed friendships and families because there is either yes or no and no in between. Anti conscription appealed to woman and made them feel like killers but pro conscription also appealed to women making them feel like they were sacrificing men for the good of the country. Social Policy is that part of public policy that focuses on improving human conditions i. e. well-being of the public. Social Policy, therefore, is about welfare. It concentrates on social problems such especially issues of education, health, housing, social security and income support. According to Beveridge’s report that was published in 1942 and included in the Labour Party’s 1945 manifesto, Five Giant Social Evils had undermined the British society before the war: ignorance, disease, squalor, idleness and want. These are the five main evils that Social Policy centers on. In my view, Social Policy is interdisciplinary as it draws on many social science subjects but it is a distinct academic discipline in its own right, both in terms of its points of concentration and its methods of analysis. The development of Social Policy as a ‘policy’ and its development as a discipline are closely linked. Formed in 1884, the Fabian Society, which was influenced by the work of labour MP Sidney Webb and that of Booth and Rowntree, challenged the conservative political assumption that economic markets could meet the welfare needs of all was challenged and argued that policy intervention by the state was needed to provide those forms of support and protection which the markets failed to provide. Social Policy was then recognized as an academic discipline of importance when The Webbs – Sidney Webb and his wife Beatrice Webb, both prominent Fabians – established the London School of Economics (LSE). Within it, they incorporated the Charity Organization Society’s School of Sociology to form a new Department of Social Sciences and Administration in 1912. Its first lecturer was Clement Attlee, who became Prime Minister of the UK after the Second World War, and in 1950, Richard Titmuss was appointed as the first Professor of Social Administration in the UK. Until 1987, Social Administration and Social Policy were used interchangeably, but later the name was changed to Social Policy as it was felt that social administration focused largely on analyzing the operation of existing welfare services where as what was now known as Social Policy also analyzed the political and ideological bases of welfare provision. Social Policy is a broad but distinct academic discipline as it is closely elated to many social science disciplines, four of the more important ones being Sociology, Economics, Political Economy and Political Science, but it only draws on them to achieve what are believed to be the objectives of a successful social policy: equality, social justice, liberty and the rights of a citizen. Sociology helps one understand the causes and effects of social divisions such as those on the basis of race, gender or class. Its subject matter ranges from the micro level of face-to-face interaction to the macro level of societies at large, and traditionally, sociologists have focused on topics such as social relations, social stratification, social interaction, culture and deviance. Social Policy, on the other hand, is about provision of welfare to these various people and draws on Sociology to become aware of the various social divisions in order to better understand the needs of each particular group and how welfare can be provided to them. Economics explores the concepts of scarcity and resource allocation. In his 1932 essay, British economist Lionel Robbins described economics as the â€Å"science which studies human behaviour as a relationship between ends and scarce means which have alternative uses†. These concepts are central to the study of Social Policy as it is the scarce resources that policy-makers work to allocate in a way that ensures the greatest well-being of the people. The purpose of place is to create a space that is habitable and usable in terms acceptable to the culture. All settlements are ordered and organized. Settlements not only impose an order on the larger domain but also are themselves organized. There is an ordering system both in the settlement, ceremonial centre or whatever and at the larger scale; there are systems within systems. All settlements are designed. Settlements are designed in the sense that they embody human decisions, choices and specific ways of doing things. Designed environments include places that are cleared and planted, areas where rivers have been diverted and fields that have been fenced in certain patterns. In fact many apparently commonplace activities have a greater impact on the earth than design in the traditional sense. The way cities, regions and countries look depends in the final analysis on the design activity of many individuals and groups at different times. ORIGIN AND EVOLUTION OF HUMAN SETTLEMENTS Origin of settlements can be traced back to the caves where people gathered for protection against the natural forces or for defence against rival tribes. These places of communal living gave way to the village. The village was a by-product of the development of agriculture in areas where there was an adequate water supply and fertile soil. Many of these earliest villages arose adjacent to what are now the Mediterranean Sea and the Nile, Tigris, and Euphrates rivers. In addition to the role of providing shelter to its people, the village was also an appropriate sanctuary for the altar of their Deity, a meeting place for assembly, and a centre for trade. As this environment became increasingly populated, urbanization resulted. Communities larger than the village came as a result of the growth of crops and the breeding of stock on a more permanent basis than before. The production of hard grains that could be stored for a longer period of time offered stability, since it assured insurance against starvation. The ability of these urban areas to preserve food made it possible to diversify into other activities. With a development of diversified economy not totally dependent on food production, it became possible to attract people into a labour pool, thus providing employment in a variety of forms. This brought about the enlargement of villages or hamlets into towns and cities, which operated on different political and economic bases than had not been possible in the simpler forms. CHARACTERISTICS OF HUMAN SETTLEMENTS The Influence of Geography Natural factors played an important part in the development and growth of settlements. The danger or fire and flood, extreme climatic conditions, the possibility of earthquakes and volcanic eruptions, lack of natural resources or fertile soils – all influenced decisions either to settle in a given area or to move to a more favourable site. Moderate climates were always preferred to settle. Most of the settlements are located between the latitudes 60-degree North and 45-degree South. Although extreme temperatures are found within these boundaries, as the climate is favourable for habitation for major parts of the year. Geographic studies indicate that settlements seldom form where the topography is steep. Some cities are located at high altitudes, but the slope of the land is relatively level.
